什么是Bond,为什么是Government Agency而不是房东hold?
Bond是租客支付给房东的security deposit,通常4-5周租金。关键点:Bond不是房东property。它由Government-run agency(NSW Fair Trading / Rental Bond Board、VIC Consumer Affairs / RTBA、QLD RTA)代管。房东不能随意动用。
这个system保护租客——房东不能”disappear with your bond”因为钱不在他/她账户。Move-out时,如果房东claim维修费用,他/她需要向agency provide quotes、photos、证明实际damage是租客的责任不是normal wear-and-tear。
Bond return process:
- Move-out,房东和租客做final inspection记录condition
- 房东optional claim deductions within 14天(NSW)或14-21天(VIC/QLD)
- 如果房东无claim或租客agree,bond full return到租客bank account

NSW Fair Trading Rental Bond Board(RBB)详细流程
NSW是澳洲largest rental market,bond flow通过NSW Fair Trading的Rental Bond Board。
Move-out前:
- Schedule final inspection with房东(written request via email)

- Keep copy of original condition report(move-in时的)
Move-out后:
- 房东有14天claim deductions。他/她通过Fair Trading online system填Claim for Deductions Form
- 系统自动email通知你claim details
- 你有7天respond同意或disagree

- 如果disagree,Fair Trading facilitate communication。如果still不同意,case escalate到Tribunal

- Cleaning costs:房东claim cleaning$500但你说房子clean。Request quote from cleaning company validate price。

Victoria Rental Tenancies Board(RTBA)和VIC流程
Victoria的bond进Residential Tenancies Bond Authority(RTBA)。Process类似NSW但细节不同。
VIC Timeline:
- Move-out后,房东有14日内提交claim
- 租客有14天respond
- 如果still在negotiation,RTBA facilitate conference(not tribunal yet)
- 如果无法resolve,lodge dispute到VCAT(Victorian Civil and Administrative Tribunal)
RTBA online system直观,claim form清晰。VIC法律相比NSW更严格关于”reasonable deduction”。比如:paint damage很rare被fully claimed,because landlord responsibility是provide livable condition。小的wear-tear (light scuffs)不charge。
VIC Tribunal(VCAT)hearing formal一些。如果case进VCAT,会安排video hearing或in-person appearance(depends on claim size)。证人通常不需要,但照片和written evidence critical。

Queensland bond通过Queensland Residential Tenancies Authority(RTA)。QLD process longest timeline:
QLD Timeline:
- Move-out后,房东有21天claim deduction
- 租客有14天respond
